Once again, here is a reminder that the Virtual Forum can be accessed
through the AMARC 7 Web site at <http://www.amarc.org/amarc7> by following
any of the links to Virtual Forum. Although some of the lists are receiving
messages mostly in English, this shouldn?t suggest that contributions in
French or Spanish are not welcome. On the contrary, please feel free to
disrupt the pattern and speak in the language you feel most comfortable. On
that note, "talk" to you later.
MORE FODDER TO CHEW ON

"Strategies for building the international movement for communication rights"
Introductions continue to pour forth on [amarc-1] as more of the hundreds
of subscribers present themselves. Disparate threads of conversation are
the result. Non-US cultural information in the States, popular
demonstrations against telecoms liberalization in Brazil and Puerto Rico:
these are all on the agenda. Having acknowledged our privileged status ?
we're all able to get to the Internet ? we're working to rebuild a sense of
community on [amarc-1]. The next step is forward, into debate.

"Towards an International Charter for Citizens and Community Broadcasting"
It's very difficult to summarize a debate which hasn't really started yet.
There are 41 subscribers and at the time of writing, no one has yet felt
the need to criticize or question the draft Charter which has been posted.
The authors must be very pleased.

"The Milan Declaration on Communication and Human Rights"
How can we defend our interests (culture, heritage) and stay open to others
at the same time? José Antonio Mayobre (Venezuela) suggests the Milan
Declaration (MD) could be the starting point for how to face one of the
world?s major challenges. He was the first to suggest that the MD must
include a concrete Action Plan for it to truly be significant. This was
echoed by Lumko Mtimde (South Africa) who warns against it becoming like
other declarations which are topics of local discussion but are not
internationally recognized. Michael Eisenmenger (USA) agrees but adds that
"a myriad of shared strategies that are more applicable to local problem
solving" also have to be developed for various national contexts.
Elizabeth Robinson (USA) cautions that getting bogged down in language
rather than ideas may be another challenge to writing the MD.
Another theme was "access" to communications technologies. Kevin Facemyer
(USA) suggests the MD could include "participation in on-line environments"
as a guaranteed right, and be written in shared sentiment of Article 27 of
the UNESCO Bill of Human Rights. Lanie Goebel (Barbados) relays her
experiences on how access varies greatly from one context to another. For
example, she travels to the airport to participate in the Forum because of
a 3-month waiting period to get a phone line at her new residence. She also
shares her concerns about programming content and the need to instill
accountability (thus provide fair/educational representation) in the media,
especially in children?s broadcasting.
And so the ball continues to roll?

"Microfoni aperti! The AMARC 7 Open Forum"
At the end of our third week of virtual communication, we "met" during the
presentation of the SACRIN project (South African Community Radio
Information Network), we also held a discussion on the difference between
the access and dissemination of information (some interesting examples were
cited).
We hope that with the coming August winds, the "voices" present in our
virtual conversation multiply and diversify. In the days to come, the
potential and limits of new information and communications technologies
will be our central theme.
