I am only sure(more less) of the available products on market...
Real probably has some in house solutions for corporate market or whatever

The only developer who has tried to include this feature into
it's software Streambox is

formats. !!! some people still have beta software that has this feature
enabled ... I am sure a lot of .RU sites mirror this software version.
Media Cleaner Pro might be able to do this but I am not sure since I have
very old and bugy Windows version (this is Mac OS native app and I would
recommend for any kind of compression, especially batch feture works
great).  

what Real is selling now with RealProducer pro 8
is a lot of new features (double scanning and emulating of net congestion
...) but there are still a lot of things missing 
*real editing feature
*prescanning of Video for optimal compresion in near realtime conditions
of streaming (10 seconds of delay is there anyway so Why not add 10 more
for pre scanning of content ?)
*real-time stream mixing (smil doesn't work well with this since it is
basicly mark-up language for moving static content) ...
