my goodness, there is _heaps_ of activity in scandinavia! 
its one of the businest ports of call.  in the past years
the work of people like tapio makela, john hopkins, the MUU
media crew, and loads of others (in finland alone!), have
created very active spaces for experimentation and
production.  i should invite john hopkins or tapio to
address your email in more depth (as they have much more
information than me).

there is even a mailing list which exists specifically for
network projects loosely related to john hopkins' teaching
work in scandinavia.  its called <neoscenes>

i'd suggest you also take a look at the websites from the
polar circuit meetings in tornio + rovaniemi, lapland. 
these sites provide a nice introduction to net-based
