Mathias Fuchs started a project for Kunstradio On Line in
1995 called NETSOUNDS - it kind of petered out but you
can still see/hear it at:

1995 is early but not THAT early ... I suggest you check with
Mathias about the history of sound on the web:

Nothing special, just standard aiff and wav files ... but they are about
1mb each - and these are NOT streaming formats so they had to be
downloaded before playing ...
